한국의 FTA 체결이 잎담배 수입에 미치는 영향 분석

The Effects of FTA on the Import of Leaf Tobacco in Korea

본 연구에서는 FTA가 한국의 입담배 수입에 미치는 영향을 실증분석하였다. 잎담배의 세계 및 국내시장 현황을 고찰하였으며 회귀분석을 이용하여 FTA 전후의 입담배 수입을 분석하였다. 그 결과, 이론적인 예상과 부합하여, FTA 발효여부, 관세율인하 등이 잎담배의 국내 수입에 유의한 영향을 미친다는 것을 발견하였다. 또한 품질별로 구분하여 실증분석을 진행한 결과에서는 고품질의 경우에는 FTA 발효여부나 관세율인하가 유의한 영향을 미치지 않았지만 저품질의 경우에는 유의한 영향을 미치는 것으로 나타났다. 이는 담배 제품 제조회사에서 잎담배 구매 시 가격보다는 제품의 맛과 품질을 결정하는 잎담배 본연의 품질 가치를 더 중요하게 고려하고 있다는 점을 나타내준다. 이러한 점들을 종합적으로 고려하면, 향후 농산물 분야에 비교 우위를 가지는 상대국과의 FTA 협상 과정에서 잎담배 수요자인 기업의 입장뿐 아니라 FTA 체결이 국내 잎담배에 미치는 영향을 면밀히 분석하고 대응책을 마련할 필요성이 있다.

This study deals with leaf tobacco which is purchased by cigarette manufacturers in domestic and international market to produce tobacco products. Leaf tobacco is one of the main agricultural import items in Korea. First, we analyse the domestic and international market of tobacco product and leaf tobacco and show that there has been gradually increasing trend of consumption and production in the world. We also found that the import of leaf tobacco had been increasing in Korea because of the reduction in domestic production. Next, this paper analyzes the various explanatory variables determining the volume of leaf tobacco import, using the gravity model. Production share of the countries in the world, distance between Korea and exporting countries, tariff rate, and FTA (dummy variable) are included in the panel regression for the data from 2000 to 2013. According to our results, it seems that the FTA and tariff rate have the significant effects on Korea’s leaf tobacco import in addition to the facts that exporting countries’ production share and import unit price have significantly positive relationship with import. But this effects look relatively small in the case of high quality leaf tobacco.
