세계경제 초강대국 중국의 녹색경제 도전과 전략에 관한 소고

China’s Green Economy －Challenges and Strategies as a Global Economic Superpower

녹색경제는 세계경제의 ‘뉴노멀’의 하나로서 주목받고 잇다. 중국 역시 녹색경제에 중요성을 부여하고 있다. 본 연구는 중국이 자국에 유리한 세계경제질서를 형성하기 위해 추진할 수 있는 녹색경제전략의 논리에 주의하고 있다. 경제초강대국인 중국은 녹색경제의 뉴노멀이 패러다임 전환중인 세계경제질서의재편 과정에서 새로운 게임규칙이 될 것을 기대할 가능성이 크다. 특히 녹색경제는 세계질서의 미확립 분야임을 고려할 때, 금후 이 분야에서 중국의 도전은상당히 적극적으로 전개될 가능성이 크다. 금후 중국은 저비용 경쟁력, 수요독점자적 우위, 거대한 국부펀드, 인접국에 대한 강력한 흡인력 등을 십분 활용하여 다양한 녹색산업을 조속히 개발하는 데에 공격적으로 나설 것으로 예상된다. 아마도 중국은 1950년대에 실패했던 ‘대약진’(Great Leap Forward)이 아니라‘녹색’ 돌파구를 통한 새로운 성공적인 ‘대약진’을 꿈꾸고 있는지 모른다.

The green economy has attracted attention as a ‘new normal’ for the globaleconomy. China also attaches great importance to it. This paper pays attention tothe reasoning about China’s likely green economic strategy for shaping a pro-Chinaglobal economic order. It is highly probable that China as a global economicsuperpower would expect the new normal of green economy to become a new ruleof game for reshaping the global economy where a paradigm shift has beenevolving. China’s likely green economic strategy could apply even more forcefullyto the creation of new international arrangements to direct economic issues whereno such arrangements have previously existed. In coming years, China is expectedto fully utilizing its cost competitiveness, monopsonistic advantage, huge sovereignwealth funds and strong gravities toward neighbors, so as to get more aggressive ondeveloping various green industries as fast as possible. Maybe China would dreama consummation of a successful ‘Great Leap Forward,’ via green breakthroughs.
