중국의 對한국 직접투자와 고용효과

The Effect of the Chinese Outward Direct Investment on the Employment in Korea

본 연구는 중국 對한국 직접투자의 현황, 전략 및 특징을 살펴본후 중국의 對한국 직접투자가 국내 고용에 미치는 영향을 2002∼2012년 자료를 이용하여 실증 분석하고 이에 따른 정책방안을 제시하였다. 현재 한국에 대한 직접투자는 양국의 무역량에 비해 미미한 수준이으로 주로 국내의 서비스산업에 치중되어 있다. 한국에는 특이한 사회구성원(중국동포)이 존재하고 있는데 이들은 대부분 비숙련 노동자이거나 열악한 환경에서 노동력을 공급하는 경향이 있다. 따라서 중국기업들은 노동력이 비싼 국내 노동자를 고용하기보다는 임금이 저렴한 국내 재중동포를 고용하여 국내 노동력을 대체한다. 실증분석결과 중국의 對한국 직접투자는 국내고용에 정(+)의 영향을 미치는 것으로 나타났지만 그 효과는 매우 작은 것으로 나타났다. 중국의 對한국 직접투자는 서비스산업 위주이고 요식업과 같은 한국진출 중국 서비스업의 고용은 상당부분 중국동포 위주로 이루어지고 있기 때문에 중국의 대한국 ODI가 국내 고용에 큰 기여를 하지 못하는 것으로 해석할 수 있다. 따라서 중국의 직접투자를 통해 고용창출효과를 유발하기 위해서는 외국인투자촉진법을 고용 중심으로 개선하고 중국기업만을 위한 차별화된 단계적인 인센티브제도가 필요하다.

The purpose of the paper is to investigate the effect of the Chines ODI on the employment in Korea. In this paper, we first examine the process of the Chinese ODI to Korea, its strategic motivation, and main characteristics. Then we empirically analyze the employment effect of the Chinese ODI, using time series data from 2002. We find that the Chinese ODI has a statistically significant and positive effect on the employment in Korea. However, the empirical results suggest that the size of the effect on employment is relatively small. This relatively small effect from the Chinese ODI on the employment in Korea indicates that the Chinese ODI into Korea is not large in the perspective of the whole Chinese ODI. In addition to the relatively small size of the Chinese ODI to Korea, the employment replacement effect by the Korean-originated Chinese in Korea also contributed to the relatively small employment effect of the Chinese ODI. Finally, we suggest several policy implications that could help increase the employment effect from the Chinese ODI.
