중국의 반덤핑제도 조치 패턴 분석과 한⋅중 FTA협상전략

An Analysis of Chinese Anti-Dumping Patterns and Korea-China FTA Negotiation Strategy

본 연구는 목하 진행 중인 한중 FTA의 반덤핑조치 협상의 예상쟁점을 예측하고, 이것을 기반으로 하여 중국의 반덤핑조치 운영패턴별 협상전략을 제시하고자 하였다. 중국은 한국과 FTA를 협상에 있어서 한국과의 FTA가 타 국가와의 FTA 체결에서 불리한 선례를 남길 수 있기 때문에 구체적 사항기술 유예를 우리나라 측에게 이해를 요청할 것으로 보인다. 따라서 우리나라 협상 팀으로서는 ‘뉴질랜드+α’의 협상전략이 필요하며, 이를 위하여 협상대국인 중국의 협상력을 뛰어 넘을 수 있는 협상능력을 보유하여야 하고, 하나를 양보하고 또 하나를 얻는 협상자체의 특징을 감안하여 무엇을 주고 무엇을 얻을 것인지에 대한 치밀한 전략이 요구된다.

The purpose of this study is to suggest possible negotiation strategies based on the anti-dumping patterns determined by Ministry of Commerce of People’s Republic of China, predicting Korea⋅China FTA anti-dumping. As China confirms FTA with Korea, the second OECD country after New Zealand, China may request for understanding towards the delay of specific description to Korea because China could leave unfavorable precedent in confirming FTA with other countries. As for Korean negotiation team, however, they need ‘New Zealand+α’ of negotiation strategies. Therefore, Korea must possess bargaining power that could surpass China’s supreme negotiation skills.
