연해주 한민족의 경제활동과 삼각협력

Economic Activity and Cooperation among Russian Koreans in Primoria

연해주는 자고로 우리민족의 강역이고 근세사에는 강제이주라는 뼈아픈 역사를 간직한 지방이다. CIS 출범 이래 연해주와 한국의 경제협력은 다양하게 전개되고 있지만 아직도 겨레의 아픔과 상처는 아물지 않고 있다. 고려인의 애환을 간직한 연해주로의 회귀, 중국인 속에 파묻힌 동포들의 사업, 북한 노동자들의 외화벌이 노동진출, 한국의 농업투자, 4갈래의 한민족의 경제활동은 수직적 협력은 물론이고 수평적 협력도 없이 이어지고 있다. 그래도 수교 20년의 경협을 바탕으로 이제는 과거의 암울한 역사를 뒤로하고 미래의 공영을 위해 한국은 농업협력을 중심으로 러시아인들에게 새로운 한국의 이미지를 각인시키고 있다. 특히 2012년도의 APEC 총회를 계기로 새로운 연해주 건설에 박차를 가하는 과정에서 고려인들의 협력은 다양한 형태로 전개되고 있다. 한국은 농업, 무역, 물류, 교육, 서비스 등 다방면에서 협력이 이루어지고 있으며, APEC 공사장과 도시재개발에 북한의 노동자들이 대거 투입되고 있다. 이미 중국의 동북지역에서는 나진 선봉을 통한 동해진출이 가속되고 있으며, 앞으로 한ㆍ북ㆍ러 간의 농업삼각협력과 인력삼각협력이 실현된다면 연해주의 성공적 개발은 물론 북한의 개방을 자극하고 유도하는 것이 순리일 것이다. 군사분계선의 존재가 남북경협의 남북한 간의 경제통합, 아니 한반도 경제권 형성의 장애이지만 연해주와 한국과의 경제협력의 강화는 연해주의 경제개발은 물론이고 나아가 통일한국의 경제통합을 위한 학습시장으로서의 역사적 역할을 담당하게 될 것이다.

Primoria(Primorsky Kray) has a special historic relation for Korean as their old domain and sad place of their compulsory displace during the Stalin’s rule. The relationship between Korea and Primoria since CIS system is strengthen for the new era through economic cooperation. Four directions of the Russian Korean(Russo-Koreets, Koreitsy) economic activities such as Russian Korean’s homecoming from Central Asia, Chinese Korean’s Potari trade (shuttle trade), North Koreans’ labor migration and South Koreans agricultural cooperation are continuing without any vertical and horizontal connection. With the 20 years after diplomatic reestablishment Koreans even with the melancholy history background are restarting for the coming co-prosperous era through the agriculture cooperation and making new partner’s image for the Russians. Specially at the preparing process for the 2012 APEC summit Koreans’ cooperation are developing in various field including construction sites for vitalizing Vladivostok. South Koreans cooperation is accomplishing in various fields such as agriculture, trade, the goods, education and service etc., North Koreans are working at the construction sites for the urban renewal and APEC complex sites. Already the East Sea adventure project where the northeast area of China leads to NajinSunbong is accelerated and the successful economic development of Primoria will stimulate the opening of North Korea to the historical forwarding step.
