Globalization Strategy for a Regional Economy in Korea: The Case of Gangwon Providence

The business hub plan now being implemented by the Korean government envisions Korea as a regional hub of three pillars; that is, Korea will serve as a logistics hub, a hub of industrial innovation clusters, and a financial hub in Northeast Asia. Indeed, the plan is timely and comprehensive in nature so as to provide the Korean economy with another leap-off at the turn of a new century. However the plan is to blame for not covering the entire areas involved. It emphasizes the development of special economic zones and social infra structures mainly in west and south coasts of the peninsula so as to cope with the Yellow Sea economic sphere, ignoring the east coast and the East Sea sphere. This approach clearly lacks a balanced development within the nation and lags behind comparable regional strategies of neighboring countries in Northeast Asia. Thus this paper proposes an effective and balanced approach to the business hub plan incorporating the East Sea Rim strategy and enhancing economic cooperation in the region. It also introduces the Golden Hexagon plan and the PeaSea Vision, a comprehensive regional cooperation model in Northeast Asia. Thereby it discusses the globalization strategy of Gangwon province.
