The current state of Regional R&D investment and its contribution to Regional Economic Growth

최근 정부에서는 국가 균형 발전 및 지역 간 R&D 불균형 해소를 위해 지역 R&D 사업에 대한 지원정책을 적극적으로 추진하고 있다. 이에 국가적인 관점이 아닌 해당 지역 관점에서 R&D와 지역 경제 성장에 대한 연구들이 수행되어 오고 있다. 그러나 상당수 연구들이 자료의 한계로 인해, 상반된 실증결과들을 도출하고 있는 것으로 나타났다. 이에 본 연구에서는 국내 지역별 R&D 지출비용 자료를 통해, 현재 지역별 공공 및 민간 R&D 현황을 분석하고, 이를 기반으로 지역별 연구개발 투자와 지역 경제 성장 간의 관계를 추정하고자 한다. 이를 분석하기 위해서 본 연구에서는 우선 R&D 투자와 지역 경제 성장 간의 장기적인 균형관계, 즉 공적분 관계를 검정하고, 이후 두 변수 간의 상관관계를 보다 효율적으로 추정할 수 있는 모형인 SUR/VAR 모형을 적용한다. 본 연구 분석결과, 지역별 R&D 투자가 경제 성장에 주는 영향은 해당 지역의 산업구조에 의해 상이하게 나타나는 것을 확인할 수 있었다. 또한, R&D 투자 효과의 극대화를 위해서는 지역 민간 R&D 역량을 제고할 수 있는 정책이 필요함을 확인할 수 있었다.

The Korean government is investing for the regional R&D projects to close the R&D gap among different regions. In this light, there are several pieces of research focusing on the regional economic growth and R&D. However, the results and implication are not consistent due to the limitation of data. In order to solve the above limitations, this study analyze the current state of Korean regional R&D and investigate the relationship between R&D and regional economic growth. For this purpose, this study statistically check the long-run equilibrium by cointegration tests and utilize the SUR/VAR model, which is efficient in estimating various covariates in the model. The estimation results show that the causal relationship between R&D and the regional economic growth can be heterogenous due to regional industrial structure. Moreover, it is crucial to have policies that can foster the private R&D investment to maximize the R&D investment efficiency.
