延邊發展對外勞務合作中存在的問題及對策

Current Problems and Prospects of Expartriates from Yanbian District

The current situation in China and expatriates workers in Yanbian district mentioned in the front part of this paper. Following the introduction the supply potential of and demand for the Chinese expatriates are analyzed before the conclusion including the prospects and problems. Since the unemployment rate of China is continuously increasing and make a social problems, Chinese government looking for the world labor demand. It is believed that the expatriate workers are greatly contributed to the economic growth in their sending country as well as the host country in development economics. In Yanbian the export of expatriates started early in 1989. At the first year only 270 workers participated in the foreign market. Now it increased 98,824 persons at the end of 2002 and their foreign exchange earnings reached at 470 thousand dollars. At beginning of the period they went very limited area such as Russia, but now it extended to Korea, Saipan, North Korea, Russia, Libya and Japan. The job field also developed into such sectors sailor, plant construction. driver, agriculture , forest and other service industrial workers. The problems of the expatriate job market in Yanbian are the lack of free labor and information market, lower level of their job and labor management skill, and weak international expatriate market information. However, in Yanbian the potentialities of the expatriate export are great especially in international and regional economic cooperation. The neighboring region such as Eastern Russia and Siberia need more expatriate workforce especially Chinese workers for their continuing economic development. In general, based on the critical analysis of the local employment condition, expatriate workers condition and their problems and potentials the Chinese central and local governments are preparing and providing the reasonable and effective policies to meet the needs in the Yanbian expatriate labor market. For these objects the policy suggestions are the requirements of the effective administration for the expatriate workers and provide the reasonable regulations by the related governments, prohibition of the illegal export of workers in the black market, find and developments of new foreign expatriate market, supply the various and valuable market information, and establishment job education center for the management skills and upgrading the skill of expatriates before their dispatching.
