The Change of Chinese Economic Development Strategy and the Problem of San Nong

This paper mainly focuses on the development policy and the problem of San Nong: issues concerning agriculture, countryside and farmer as a strategy for development in China. Since 1979, the Chinese government has adopted gradual reform policy and pursed the increase in quality of production without considering quantity factors. As a result of these policies, many problems such as overproduction, inflation, the weakness of State Owned Enterprises had come to the front since the middle of 1990 s. And then, the Chinese government changed the direction of policy toward the quality of economic growth. For example, the government started to reform of State Owned Enterprises and State Owned Banks. Additionally, the entry of WTO paved the way for the change of the Chinese development strategies strongly related to labor surplus in rural area and traditional labor-intensive industry. Therefore, we have to analyze the labor surplus problem of China with general development strategy and it has a same meaning that China must be a factory of world manufacturing industry . For a continuous growth, Chinese economy still set up its engine to traditional labor industry not a high-tech industry and that means surplus labor must be used in this sector. Moreover the migration to urban must reduce the pressure of labor and increase the efficiency of agricultural sector.
