동북아 에너지협력체 설립을 위한 제도적 접근

An Institutional Approach towards Northeast Asian Energy Cooperation

Northeast Asia is a region with increasing importance in terms of world energy balance. The International Energy Agency reports repeatedly that the region could face great difficulties in energy supply due to fast rising Chinese economy. Countries in the Northeast Asia are very well aware of this warning but political causes and lack of credibility among the nations hinder any form of institutional cooperation framework. This study, first, investigates the needs, both economic and political, for cooperation among Korea, Japan and China which are major consumers of petroleum and natural gas imported from the middle east and to be supplied from Russian Siberia in the future. To find out the most appropriate form of energy cooperative body in the region, this study conducts a comparative analysis of different types of existing international energy cooperative bodies (ECBs), namely, community type, charter type, intergovernmental type, REIO(regional energy integration organization type), and NGO type. This study recommends a community-type ECB for NEA region. This analysis will provide a better understanding of how the NEA countries can establish an energy cooperative organization in the region.
