시민교육에 관한 학습자 참여경험과 교수자 준비경험의 비교

The Comparative Study between Learner Experience and Instructor Preparation on Citizenship Education

[연구목적] 이 연구는 시민교육에 관한 학습자와 교수자의 경험적 특성을 비교하고 경험 간 관계를 밝혀 학습자를 위한 시민교육에의 교육적 시사점을 발견하고자 한다. [연구방법] 이를 위해 국제시민교육연구(ICCS)에서 조사된 3,969개 데이터를 활용하여 환경교육, 인권교육, 국제이해교육으로 구성된 시민교육에 관한 학습자의 참여경험과 교수자의 준비경험 간 차이와 관계를 실증하였다. [연구결과] 첫째, 아시아 국가에 비해 한국의 시민교육 경험수준은 낮은 편이었으며, 특히, 국제이해교육에 관한 학습자와 교수자의 경험이 낮았다. 둘째, 학습자의 시민교육 참여경험이 교수자의 준비경험에 비해 높은 편이었고, 국제이해교육과 환경교육에서 학습자 경험과 교수자 연수경험 간에 큰 차이를 보였다. 셋째, 교수자의 시민교육에 대한 개인적 준비는 학습자의 시민교육 참여경험과 유의미한 관계로 확인되었으나, 교수자의 연수경험은 학습자의 참여경험과 무관하였다. [결론] 이러한 결과를 토대로 학습자와 교수자를 위한 시민교육의 확대와 함께, 학습자의 시민교육 경험수준에 상응하는 교수자의 준비경험이 지원될 필요가 있음을 제안하였다. 아울러 환경교육에 관한 교수자의 연수경험과, 국제이해교육에 관한 학습자와 교수자의 경험을 확장할 수 있는 개인적 노력과 정책적 지원을 강조하였다.

[Purpose] This study aims to compare the experiences between learners and instructors on citizenship education, and to discover the educational implications of citizenship education for learners. [Method] For this purpose, 3,969 data surveyed by ‘International Civic and Citizenship Education Study (ICCS)’ were used to analyze citizenship education such as environmental education, human rights education, and education for international understanding, and demonstrated differences and relationships between learner’s experience and instructor’s preparation. [Results] First, compared to Asian countries, Korea’s experience in citizenship education is low, especially in international education. Second, the learner’s citizenship education experience was higher than preparation of the instructor. And, relation to the international and the environmental education, difference between learner’s experience and instructor’s training experience was significant. Third, the preparation of instructor’s citizenship education was related to the learner’s experience, but the instructor’s training experience was not related to it. [Conclusion] Finally, this study discovered that it is necessary to expand public support on citizenship education for learners and instructors. And it is important to strengthen the instructor’s preparation corresponding to the learner’s experience on citizenship education. In addition, this study emphasized the expansion of the environmental education related training for instructors, and the participation opportunities in the education for international understanding for learners and instructors.
