Environmental Policy in China and Environmental Cooperation for Reducing Yellow Sand Among the East Asian Countries

Yellow sand is a natural phenomenon from the ancient history in the Northeast Asia. It had happened during the spring, especially around mid April, and the particles flow over up to west coast in U.S.A. However, since the desertification has been widely occurred in China and Mongolia because of the industrialization over the past 20 years, occurrence of Yellow sand has been quite often. It has impacted on the human health as well as economic costs. Whenever the Yellow sand has been blown since the 1990s, the boundary area was been increased, hindered all the economic activities, and even made some deaths to the children. In Korea, electric industry, automobile industry. and semi-conduct industry had to stop their operation, and school had to close for some days. All these results cause economic costs in Korea Besides, in Mongolia the Yellow sand situation is even worse than before, and it cause serious social problems. One third of total green glass fields had been wiped out, and the agricultural situation for milk cow industry is facing serous challenges. Therefore, Yellow sand is the most important transboundary environmental issue in Korea, and China as well as Mongolia. In the paper, we try to find out some reasons of Yellow sand including rapid industrialization. Chinese immigration and environmental policy to that region, and Mongolian agricultural and environmental situation will be also overviewed. At the same time, economic costs from the Yellow and would be estimated by applying environmental damage function approaches, and the other environmental valuation model.
