The Effect of Decentralization on Public Service Provision in Nigeria

연구목적: 본 논문은 나이지리아의 지방분권화가 지방정부의 공공서비스 전달에 미치는 영향을 정치 분권화과재정 분권화를 비교함으로써 고찰한다. 연구의 중요성: 지방분권화는 공공 서비스 제달을 개선하기 위한 한 방법으로 장려되어 왔지만, 기존의 연구들은그 효과에 대해 엇갈린 결론을 내리고 있다. 본 연구는 기존의 논의를 나이지리아의 역사적, 실제적 맥락에서재검토하고, 정치 분권화와 재정 분권화의 효과를 구분하여 검토한다는 점에서 의미를 갖는다. 연구방법론: 지방분권화와 공공서비스 전달에 대한 문헌들의 이론적, 실증적 전제들을 재검토하고, 기존 통계및 신문기사들을 이용하여 만들어낸 데이터를 사용하여, 양적 연구를 실시하였다. 연구결과: 정치 분권화는 공공 서비스 전달을 개선하는 데 더 효과적이었으나 재정 분권화의 효과는 제한적이었다. 결론 및 시사점: 나이지리아의 정치적/재정적 지방분권화의 현실을 고려할 때, 각 지방정부 레벨에서의 정치적분권화를 현실화하는 한편, 중앙정부와 지방정부들 간의 책무성을 강화하는 제도화의 필요성이 시사한다.

Purpose: This study aims to investigate the effect of decentralization on public service provision at subnational governments in Nigeria by comparing political and fiscal decentralization. Originality: While decentralization has been promoted to improve public service provision, its effects have also been questioned. I examine the logic and actual practices of decentralization in the Nigerian context and compare the effect of political and fiscal decentralization. Methodology: I mainly conduct quantitative analysis, using extant statistical data and information acquired from newspaper articles. Result: I find that political decentralization is more effective in improving the outcomes of public service provision, while the effect of fiscal decentralization is limited. Conclusion and Implication: Considering the practices of political and fiscal decentralization in Nigeria, realizing political decentralization at each tier of subnational governments and institutionalizing accountability mechanisms between federal and subnational governments are essential to improve public service provision.
