국민제안제도의 사회적 가치 방향성과 실현역량 증대를 위한 연구

How a Public Suggestion System can Increase Social Value?: A Case Study of the National Suggestion System in Korea

본 연구는 국민이 참여하는 공적 영역의 ‘제안제도(suggestion system)’가 지향해야 할 사회적 가치의 의미를 논의하고, 20년 이상의 역사를 자랑하는 ‘국민제안제도’ 사례를 중심으로 구체적인 문제요소와 개선방안을 논의하는 형태로 진행된다. 연구과정에서 우리 사회가 국민참여제도를 통해 추구·실현하고자 하는 사회적 가치가 무엇인지를 논의하고, 사회적 가치의 관점에서 참여제도의 설계나 운영방법 상의 개선요소들을 분석하고자 한다. 본 연구는 정성적인 단일사례 연구로서 포괄적인 국민참여제도의 사회적 가치 방향성에 대한 이론적 논의, 국민제안제도 현황 및 유사사례 비교, 시사점 도출 등의 과정으로 구성된다. 사회적 가치의 관점에서 국민제안제도는 ‘공공(Public)이 운영하는 공공제도 본연의 공공성을 회복’하여야 한다. 또한 국민의 정책설계 참여수단인 제안제도가 추구해야 할 ‘국민참여에 관련된 가치’(개방성, 투명한 참여과정, 민주성, 자발적·능동적 참여, 정책기획에 대한 기여, 공적업무개선 등)를 함께 고려해야 한다. 마지막으로 소수의 권력·전문집단의 의사결정이 아닌 ‘사회구성원들의 폭 넓은 참여와 집단지성의 토대 위해 창출된 사회혁신, 열린 혁신의 가치’를 추구해야 한다.

This study discusses the meaning of social value in public participatory suggestion system, applying it to the ‘National Suggestion System’, one of the Korean participatory systems. We will analyze the important aspects of social value that our society pursues through public participatory systems examining the problematic and the improvement factors in the design or operation of the National Suggestion System. This study is a qualitative single case study and consists of a theoretical discussion on social value in public participatory systems and an investigation on the current states and multiple issues concerning the National Suggestion System. In respect of social values, a public suggestion system should restore the essence of publicness. It is also necessary to consider the values related to public participation (the openness, transparent participation process, democracy, voluntary and active participation, etc.). Last but not least, it is worth to tackle the question of social innovation and open innovation based on the broad participation of social members and collective intelligence, because a public suggestion system can be used as an social innovation platform.
