North Korea’s Nuclear Strategy against the US: Focus on Minimal Deterrence

본 논문은 북한의 비핵화가 어려워졌을 뿐만 아니라 북한이 남북관계를 ‘대적관계’로 선언한 상황에서 미국과 북한의 핵억제전략이 어떻게 상호작용하고 있는지를 분석하기 위한 목적에서 비롯되었다. 이를 위하여 제2장에서는 미국이 한국에 제공하고 있는 확장억제와 북한이 활용하고 있는 최소억제의 개념에 대하여 살폈고, 제3장과 제4장에서는 미국의 확장억제와 북한 최소억제전략의 실태를 분석하였으며, 제5장에서는 이 두 전략이 상호작용하고 있는 실태를 분석하였다. 분석의 결과, 현재는 미국의 확장억제가 북한의 최소억제전략을 압도하고 있어서 한반도에서 안정이 이룩되어 있는 상태이지만, 북한이 잠수함발사탄도 미사일과 그것을 탑재할 수 있는 잠수함을 개발하는데 성공하거나, 대륙간탄도 미사일을 다탄두 하는데 성공할 경우 북한의 최소억제전략의 영향력이 더욱 커질 가능성도 존재한다고 분석하였다. 이러한 상황에서 한국은 북한으로 하여금 핵능력을 더욱 고도화하지 않도록 필요한 차단 활동을 경주하면서 미국이 다소 간의 위험을 감수하더라도 한국에 대한 확장억제를 확실하게 제공하도록 한국의 가치를 증대시킬 필요가 있다.

This paper seeks to understand and assess interactions between US nuclear deterrence strategy and North Korea’s nuclear strategy given the seeming failure of North Korean denuclearization and North Korea s declaration of an ‘enemy relationship’ with South Korea. It revisits and introduces the theory and practice of US extended deterrence and North Korea’s minimal deterrence in section II. It analyzes the logic and unfolding of the two strategies in sections III and IV, respectively. It assesses the relationship between North Korea’s minimal deterrence strategy and US extended deterrence in section V. This paper concludes that the Korean Peninsula seemed stable as result of the overwhelming dominance of US extended deterrence over North Korea’s minimal deterrent. If North Korea succeeds in developing submarine-launched ballistic missiles and submarines to deliver them or a multi-warhead intercontinental ballistic missile, the North Korea’s minimal deterrence strategy could prevail over the US extended deterrent. In this situation, South Korea should try to halt further improvement of North Korean nuclear capabilities and increase its value to the US to make the US implement its promised extended deterrent despite rising risks.
