A multi/plurilateral apporach is justified since the Korean muclear issue is a matter of global concern. China, Japan, and Russia surrounding the Korean peninsula all face regional and global challenges such as political pressure resulting from slowing economic growth and the proliferation of long-range missiles and weapons of mass destruction. As you know, Pyongang has explored a number of ways to rescue its economy under the slogan of “Kangsong Taekuk,” a military-based new Kim Jong-il s economic development programme. But the situation of the Korean peninsula has been changing since the launch of Bush s administration are bringing about a new political and economic dynamics in North-east Asia. The Geneva Agreed Framework in Octcber 1994 is undermining and a new cold war tension is increasing in North-east Asia. The tensions over the Korean peninsula and the Iraq s weapons of mass destruction may provide challenging opportunities for multilateral economic cooperation among the South Korea, North Korea, and surrounding countries, but the sensitivity of the these issues may also limit the productiveness of coordinated action. Long-term objectives the United States, China, Russia, and Japan regarding the Korean peninsula may conflict, while North Korea s nuclear issue explicitly challenges the economic stability in North-east Asia and the global peace movement. However, the most important thing is to create a very favorable environment for the new economic cooperation era in North-east Asia. This study proposes a new alternative option to solve the North Korea s nuclear issue, “Two Corridors and ‘W’ Cooperation Model” in North-east Asia.
