This paper analyses 18 Countries welfare levels using the 5 criteria and the 13 detailed items. The criteria for evaluation of welfare level include: Education, Population, Health, Culture, Environment and Income Distribution. Each country is given a score for each of the 13 items. Then welfare evaluation score for each country in each of 5 criteria described above, is obtained by averaging the score in each criterion from these items. The (final) gross evaluation score is obtained by the average for the criteria. Japanese and Korean welfare levels are highest in 18 countries. However, India, Cambodia, Nepal are the lowest welfare level countries. Comparing with welfare level(total welfare evaluation) and income level (GDP per capita) in each country, the countries that welfare level is higher than income level are Vietnam, Mongolia and Myanmar because of health and environmental conditions. The rankings of welfare levels of Singapore, China, Indonesia and India are lower than their own income levels rankings because their health condition(especially hospital beds per 1,000 people and health expenditure per GDP) is poor and their CO2 emissions level is high relatively.
