극동러시아 TSR을 활용한 복합운송의 장애요인과 북방물류 활성화 방안 연구

The Barriers to Multimodal Transport Using Russian Far East TSR and Revitalization of Northern Logistics

최근 남북의 우호적인 관계 개선과 인접 국가들의 북방개발계획 정책으로 북방물류 시장이 활성화되고 있다. 본 연구는 우리나라 물류·화주기업이 북방지역을 통한 TSR을 영위 할 때 겪게 되는 다양한 장애 요인에 대해 알아보고 이를 극복 할 수 있는 방안에 대해 조사하였다. 주요 장애요인에는 운송서비스 측면, 물류 인프라 측면, 기술·제도적 측면으로 나누어 살펴보았다. 장애요소 극복 방안으로우리 정부와 물류기업의 입장에서 나누어 정부의 인센티브 지원 및 한·러 협력 강화, 극동러시아 지역투자확대 지원, Block Train 구성을 위한 공동플랫폼, 첨단 기술의 도입과 같이 총 4가지 방안을 제시하였다. 따라서 극동러시아 TSR활용 복합운송 시 우리나라의 정부적 지원과 함께 기술의 개발, 한·러및 관련 국가들과의 협력을 강화하여 북방물류 시장의 활성화 방안을 제시한다.

Recently, The Northern logistics market has been active with the improvement of cooperative relationship between South Korea and North Korea as well as the policy of the Northern development plan in Northern countries. This paper investigates various barriers that South Korean logistics firms and shippers may experience when conducting multimodal transport activity via TSR in the Northern regions. Besides, it examine how to overcome such barriers. This study identified some barriers such as transport service, logistics infrastructure, and technology & institutional aspects. To reduce barriers, this study explored from the perspective of our government and logistics companies and suggested four measures such as the government s support for incentives and reinforcement of Korea-Russia cooperation, support for investment expansion in the Russian Far East, joint platform for the formation of Block train, and the introduction of high-tech technologies. Hence, through the reinforcement of the government s support and the development of technology, and cooperation with Korea & Russia and related countries, this study shows ways to revitalize the Northern logistics market.
