The travel industry is highly dependent on human services. The employee s behavior in the service interface with the customer is an important factor that makes the quality of the service highly perceived, which has a significant impact on the customer s purchasing decision. Also, travel packages sold by travel agencies are intangible. Purchases of travel packages are made through consultation with travel agency employees, in which the counseling ability of travel agency employees plays a major role in customers purchasing decisions. State certificates related to the travel industry include domestic travel guides, overseas travel guides, and tourism interpretation guides, but all of these certificates are only certificates to train guides who guide and guide customers at tourist sites. In addition, other job groups have activated certificates that can be applied directly to job-related and post-employment work, giving preferential treatment to employment when applying for jobs, but the travel industry lacks the activation of certificates related to office-related jobs. The purpose of this study is to explore ways to improve the quality of travel agency employees, not for profit, and to promote the NCS-based Travel Product Consultant Certification System using the NCS-based Travel Product Consultation Capability Unit to foster professional travel product counselors. Therefore, this research method conducted a focus group interview to understand this through the opinions of a group of experts. Interview results showed that both the travel industry and academia recognized the need for a certificate system for travel product counselors. In order to improve the ability to consult travel products, which is the most important in the travel industry, and to foster travel product counseling experts, meaningful implications such as reforming the curriculum and evaluation system, actively promoting and promoting state certification have been derived.
