문재인 정부는 남북 경제 협력에 대해 다양한 노력을 전개하고 있다. 이러한 입장에서 본 연구는 남북 지역간의 교류를 활성화하려는 노력의 저변 확대 차원에서 지방 통일교육 정책의 보완을 논의하고자 한다. 첫째, 지방자체단체(이하 지자체)는 남북 경제 협력과 남북 관계의 내용을 파악하고 지방 정부 통일 교육의 추진을 보다 다각적으로 내용 접근을 추구할 필요가 있다. 둘째 통일교육 내용에서 대북 적대적 사고가 많이 존재하는 경우에도 성급하게 접근하지 말고, 남북 경제 교류 과정을 이루게 하는 국내적 논의 방안을 찾는 것에 소통이 필요하다. 셋째, 지방 정부의 남북 교류를 활성화하기 위하여서는 지방 자치단체의 통일교육 사업에 있어서 보완 방안을 논의할 여지가 있다. 지방 정부의 통일교육에 대한 관점은 각 지방에서 이루어져야 있는 기존의 대북 적대적 사고를 극복하거나 남북 교류에 대한 지나친 자신감에 대한 논의도 실질적인 의식 변화를 이루어내야 할 것이다. 즉 강력한 안보 의식에 치우쳐 있는 지방 정부는 교류에 대한 열망보다는 통일교육적 방안으로 소극적인 남북 교류를 전개하여야 한다. 이러한 접근법은 지방 자치 단체의 통일교육의 다양한 가능성을 열려는 길이다. 현실적으로 과도한 변화를 요구하지 않는 경우의 지방 통일교육은 남북 인식의 현명한 대처를 더욱 중심적으로 파악할 필요가 있다. 즉 우리 내부의 상황과 보다 현실적인 과제의 이성적 상황 도출을 위한 지방 정부의 남북 교류와 지방 통일교육이 전개되어야 할 것이다.

The Moon Jae-in government is making various efforts for inter-Korean economic cooperation. From this standpoint, this study intends to discuss the overall position of complementing regional unification education policies as part of efforts to promote exchanges between the two Koreas. First, I would like to explain the meaning and content of economic cooperation between the two Koreas, and to include positive contents from the economic exchange on the Korean Peninsula and the promotion of unification education projects by local governments. Second, in order to revitalize the inter-Korean economic exchange process, the local governments will discuss ways to supplement the unification education project. Unification education should be done in the region to overcome the existing hostile thinking of North Korea or to achieve a substantial change in consciousness with confidence in inter-Korean exchanges. In other words, overcoming the interruption of exchange focused on strong security consciousness, we need an open mind that enables inter-Korean exchange and is not afraid of failure. This approach will be a realistic and wise approach, opening up the possibility of regional unification education. In order to derive the multicultural situation within us and the rational situation, which is a more realistic task, we will study and discuss regional unification education, which is the basis of inter-Korean exchanges.
