지방자치단체의 빅데이터 정책에 관한 비교분석

Comparative Analysis on the Bigdata Policy of Local Governments

본 연구는 지방자치단체의 빅데이터 활용수준을 향상시키기 위해 지자체별 빅데이터 정책현황 및 실태를 비교분석하였다. 연구결과, 지자체별 빅데이터 조직의 업무, 권한, 역할, 기능 등의 차이를 발견하였으며, 전체적으로 빅데이터 전문가가 부족하였다. 일부 지자체를 제외한 빅데이터를 활용하기 위한 조례를 대부분 마련하였으며, 지역의 특색을 고려하여 빅데이터 정책을 개발 및 추진하고 있었다. 본 연구의 정책적 시사점은 빅데이터를 활성화시키기 위해서는 빅데이터 조직의 권한을 높이고 역할과 기능이 분명해야 한다. 빅데이터 전문가를 지속적으로 양성해야 하며, 빅데이터를 활용하기 위한 명확한 법규정이 필요하다. 이를 기반으로 다양한 분야에 빅데이터 정책을 개발 및 추진하여 지역발전에 기여할 수 있다.

In this study, it compared and analyzed the current status of policy and actual status of big data policies by local governments in order to improve the level of utilization of big data of local governments. As a result of the study, it found the differences in works, authorities, roles, and functions of big data organizations by local governments, and overall, there was a lack of big data experts. Most of them prepared ordinances to utilize big data, except for some local governments, and were developing and implementing big data policies in consideration of regional characteristics. The policy implication of this study is that the authority of big data organization must be increased and its roles and functions must be clear in order to activate big data. Big data experts should be continuously fostered, and a concrete legal regulation is needed to utilize big data. Based on this, it can contribute to regional development by developing and promoting big data policies in various fields.
