Mapping the Process of Yemeni Crisis and Implication of Refugees Issue

이 논문은 아랍 난민에 대한 기존 연구를 분석하고, 예멘 내전의 발생과정과 국제패권 개입의 상황을 시기별로 조사하는 한편, 한국에서 아랍 난민 수용에 대하여 사회적 합의를 위한 기조를 제안하고자 한다. 아랍난민의 문제는 아랍현지뿐만 아니라, 글로벌 이슈로 부각되고 있는 가운 데, 한국 사회에서 난민지위 수용 문제에 대한 극단적 의견대립이 확대되었다. 아라비아 반도의 예멘은 이란이 지원하는 후티 반군과 예멘 정부를 지지하는 아랍연합군 사이 6년간의 내전으로 완전히 황폐해졌다. 현실적으로 중동의 수니파와 시아파 패권 분쟁이 다국적으로 확산되어서 재앙적인 상황의 해결 가능성이 희박한 가운데, 수백만 명의 예멘인들이 자국탈출을 지속하고 있다. 본 연구에서는 한국사회에서 아랍난민의 수용 거부에 대한 근본적인 요인을 이슬람에 대한 문화적인 충격과 확산, 우려 때문이라고 분석하였다. 그리고 한국 정부는 1) 사회 안정성 측면에서 이주환경과 여건을 고려해 난민 수용을 결정하여야 하고, 2) 인도적인 차원에서 난민의 안정적 정착을 위한 지원을 제공하고, 3) 사회적 합의를 수렴하여 해당부처 별로 최적의 하위 규정 수립을 해야 한다는 시사점을 도출하였다.

The paper analyzes existing research on Arab refugees, examines the development of the Yemen civil war and the circumstances of international hegemony intervention, while suggesting a direction for social consensus on the acceptance of Arab refugees in South Korea. The issue of Arab refugees has become a global issue, not only in the Arab world, but also in korean society, where extreme disagreements have been raised over the issue of accepting refugee status. Yemen in the Arabian Peninsula has been completely devastated by a six-year civil war between Iranian-backed Houthi rebels and allied forces backed by the Sunni government. In reality, millions of Yemenis continue to flee their countries, with sunni and Shi ite supremacy conflicts in the Middle East spreading multinationally, making it unlikely that a catastrophic situation would be resolved. The study analyzed that the fundamental factors in the korean society s refusal to accept Arab refugees were due to cultural impact, proliferation, and concern about Islam. In addition, the Korean government 1) should determine the acceptance of refugees in consideration of the migrant environment and conditions in terms of social stability, 2) provide assistance for the stable resettlement of refugees on a humanitarian level, and 3) converge on social consensus to establish optimal sub-regulations for each ministry.
