Evaulation and Development Plans for Proactive Public Administration: Focusing on the Perception of Public Officials

본 연구는 2019년 인사혁신의 새로운 패러다임으로 대두된 적극행정에 대한 성과를 고찰하고 제도의 발전방안을 도출하였다. 인식조사의 표본집단은 국가직 공무원 16,730명이며, 이들을 대상으로 적극행정에관한 설문조사를 진행하였다. 분석결과, 본 연구에 참여한 응답자 대부분은 적극행정에 대해 인지하고 있었으며, 공직사회에서 적극행정을 보다 활성화함으로써 국민에 대한 행정수요 대응성과 규제개혁 등이 필요하다고 인식하였다. 또한, 응답자가 속한 소속기관은 국민의 관점에서 적극행정을 추진하려는 노력을 기울이고 있다고 주장하였으며, 적극행정을 활성화하기 위해서는 일하는 방식의 개선과 불합리한 관행 및 규정을 개선하려는 노력 등이 선행되어야 한다고 응답하였다. 마지막으로, 적극행정을 활성화하기 위한 대안중에서 적극행정을 수행하는 공무원에 대한 보호, 감사･징계단계에서 적극행정 면책의 활성화, 그리고 적극행정을 장려하는 조직문화의 조성 등이 필요하다고 주장하였다. 본 연구는 해당 분석결과를 바탕으로 적극행정에 관한 시사점을 도출하였으며, 이와 동시에 적극행정 확산을 위한 대안을 제시하였다.

This study examines the achievements of proactive public administration that has been emerged as a new paradigm of personnel innovation in 2019, and devised ways to develop the system. The sample group for the survey was 16,730 national public officials and surveys were conducted on proactive public administration. As a result of analysis, most of the respondents who participated in this study were aware of proactive public administration, and recognized that it is necessary to respond to administrative demands to the public and to regulate regulations by revitalizing proactive public administration in the public office. In addition, the organizations belonging to the respondents insisted that they are making efforts to promote proactive public administration from the perspective of the people, and in order to promote proactive public administration, improvement of working methods and efforts to improve irrational practices and regulations should be preceded. Lastly, they insisted that among the alternatives to promote proactive public administration, it is necessary to protect public officials performing proactive public administration, to revitalize proactive public administrative immunity at the audit and disciplinary stage, and to create an organizational culture that encourages proactive public administration. Based on the results of this analysis, we draw the implications for proactive public administration, and at the same time, suggest the alternatives for spreading proactive public administration.
