우리나라 해조류산업의 무역구조 분석과 시사점

A Study on Trade Structure of Korean Seaweed Industry and Policy Implications

본 연구는 해조류산업의 무역동향과 경쟁력 및 SWOT 분석을 통해 한국 해조류산업의 위상을 점검하고 시사점을 모색하는 데 목표를 둔다. 해조류 무역은 수출이 수입을 상회하는 가운데 무역수지는 미미한 증가세를 보이고 있고, 총수출입에서 차지하는 비중이 매우 낮으며, 특정 국가에 대한 수출입 편중도가 높게 나타나고 있다. 무역특화지수 등 몇 가지 경쟁력 측정지수를 활용하여 표본 국가를 대상으로 한 경쟁력 분석에서 수출집중도와 무역특화도 및 산업내무역의 형태 등에서 해조류산업의 위상이 국가별로 상이하게 나타나고 있다. 해조류산업을 둘러싸고 있는 대내외적 환경은 긍정 및 부정적 요인들의 혼재로 유동적인 모습을 보이고 있는데, 특히 장기간의 생산경험과 높은 수준의 양식기술, 생산 어장의 노후화와 일부 국가에 대한 수출 편중, 특정 품목의 해외시장 선점 가능성과 저탄소 녹색산업의 발전 전망, 국가 간 경쟁 심화와 불안정한 수익구조 등의 요인들이 중첩되어 나타나고 있다. 분석 결과를 토대로 해조류산업 발전을 위한 정책적 시사점으로 다양한 제품군 개발과 고급화, 수출국가의 다변화와 수출품목의 다양화, 한·중 간 해조류 무역경쟁 심화 가능성에 대한 대비책 마련 및 관련 법률과 제도의 개선 등이 제안되고 있다.

This study analyzes the trade structure of Korea s seaweed industry, and proposes some policy implications from the results of the analysis. For the analysis, the statistical data are obtained from homepage of Korea International Trade Association(KITA) during the period of 2005-2014. Index of export bias(IEB), trade specialization index(TSI), and intra-industry trade index(ITI) are used as an analytical method. In seaweed trade exports exceed imports, and the trade balance shows a slight increase. The ratio of seaweed industry occupying in total exports and imports is very low, and its exports and imports are also highly concentrated on a specific country. According to IEB analysis, Korea maintains a low market concentration against China, while a high market concentration against Japan in both seaweed industry and seaweed items. By TSI analysis, Korea is in an export specialization against China in seaweed industry and in an export or import specialization against China in seaweed items, whereas is in an export specialization against Japan in both seaweed industry and seaweed items. Owing to the analysis of ITI, Korea maintains an active intra-industry trade with China in seaweed industry and a week intra-industry trade with China in seaweed items, while keeps a weak intra-industry trade with Japan in both seaweed industry and seaweed items. Some policy implications for Korea s seaweed industry include diversification and sophistication of seaweed products, cultivation of high value-added industries related with seaweed industry, relaxation of export bias for a particular country, preparing for the possibility of trade competition between Korea and China, and improvement of laws and regulations, etc..
