The Party Preference of German Voters with Migration Background : Focus on the case of Aussiedler

최근 몇 년 동안 독일에서는 이주민 수 증가와 함께 이주민 통합이 중요한 사회적 이슈가 되었다. 2019년 하반기를 기준으로 이주 배경을 가진 유권자는 독일 인구 전체의 9%, 630여만 명에 이른다. 이주민 2,3세대가 사회 중심으로 나오며 유권자로서 이주민들의 영향력은 더욱 커지고 있다. 이주민 이슈를 향후 주력 과제로 내세운 정당의 지지율은 상승세를 지속하고 있다. 이 논문은 투표행태의 이론적 흐름에서 ‘정당 일체감’을 기반으로 정당 선호를 해석하는 인지학적 연구의 질적 분석을 토대로 하였다. 연구 사례로는 독일 이주민 사회 통합을 논할 때 빠지지 않는 구 소련계 귀환 이주민(Aussiedler)을 선정하였다. 2010년 이전에 이주민 유권자의 정당 선호에 큰 영향을 끼쳤던 ‘이전’ 과 ‘차별화’ 요인의 중요성이 감소하였음을 논하고, 2010년 중반 이후 변화한 사회에서는 ‘접촉’ 요인이 이주민 유권자 정당 선호 연구의 핵심이 되어야 함을 밝힌다. 요컨대 이 논문은 독일 정치 생태계의 중요한 변수 중 하나인 이주민의 정당 선호를 살핀다. 이를 통해 이주민 연구에 대한 이론적 기여는 물론이고, 이주민과의 상생이라는 현대 사회의 정치적 과제를 의미 있게 다루어 볼 수 있을 것이다.

In recent years, with increase of the number, immigrants integration has become an important social issue in Germany. As of the second half of 2019, 9% of the total population of Germany, or 6.3 million, were immigrants from abroad. Further, as the second and third generation of immigrants has came to center of german society, influence of migrants as voters is also growing. In this situation, the support rate to a party who deals strongly with migrants issues is continue to rise. This research uses the qualitative analysis methodology based on anthropological study, which stresses party identification for interpretation on voting behavior. As a research case, immigrants from the former Soviet Union (Aussiedler) who are often discussed for social integration of Germany were selected. This paper firstly argues the factors such as ‘transfer’, ‘differentiation’ which were importantly considered by the researchers are losing the influence. Then, we handle ‘contact’ factor which should be importantly considered for further studies. In short, this paper examines the party preferences of migrants, one of significant variables in German politics. This research theoretically contributes to migrants studies, and give us an opportunity to think of coexistence with migrants in our society at the same time.
