2019 ICT Development Cooperation Programs of MSIT

디지털경제로의 전환이 진행되면서 선진국과 개도국 간의 정보통신기술(Information and Communication Technology, ICT) 역량의 격차는 점차 확대되고 있다. 최근 인공지능, 사물인터넷, 빅데이터, 클라우드 컴퓨팅, 자율자동차, 드론·로봇, 가상현실·증강현실, 블록체인 등의 신기술이 ICT 분야에만 한정되지 않고 전 산업으로 확산 및 융합되고 있는 상황에서, ICT 격차는 국가 내·국가 간 빈부 격차를 더욱 심화시킬 가능성이 크다. 이에 대응하여 2015년 UN(United Nations)은 지속가능개발목표(Sustainable Development Goals, SDGs)를 제시함에 있어, 목표 달성수단으로서의 ICT의 역할과 활용을 강조하였다. 한국의 ICT 발전 경험과 성과는 국제사회에서 가장 모범적인 사례 중 하나로 평가받고 있으며, 특히 한국의 ICT 발전 모델을 벤치마킹하고자 하는 개발도상국의 수요가 지속적으로 증가하고 있다. 이러한 수요에 부응하여 과학기술정보통신부(Ministry of Science and ICT, MSIT)는 방송분야를 포함한 다양한 ICT 공적개발원조(Official Development Assistance, ODA) 사업을 기획·진행하고 있다.

Transformation into the Digital Economy has expanded the Information and Communication Technology (ICT) capacity gap and deepened the digital divide between developed and developing countries. New technologies such as Artificial Intelligence (AI), Internet of Things (IoT), big data, cloud computing, AR/VR, blockchain, etc. have not only been limited to ICT sector, but expanded and converged into all sectors; and in such environment, the ICT gap could lead to deepening the economic inequality between countries and within countries. In accordance, United Nation (UN) has emphasized the role and usage of ICT as a mean to achieve the Sustainable Development Goals (SDGs). The experience and achievement of Korean ICT development has been evaluated as a best practice in international community, and demands of developing countries to learn and benchmark the Korean ICT development model are constantly increasing. To meet these demands, the Ministry of Science and ICT (MSIT) of Korea has planned and conducted various ICT Official Development Assistance (ODA) projects including the broadcasting area.
