미국 커뮤니티 칼리지의 교육성과 평가를 통한 교육의 질 개선 사례 연구

A Case Study of Educational Quality Improvement of Community College through Outcomes-based Assessment in USA : Focused on Implication of the College Education in Korea

본 연구는 미국 커뮤니티 칼리지의 교육성과 평가에 기초한 교육의 질 관리 사례를 통하여 전문대학 교육의 시사점을 얻고자 시도되었다. 본 연구에서 분석 대상으로 삼은 대학은 중부고등교육위원회의 인증을 받은 캄덴 카운티 커뮤니티 칼리지와 브롱스 커뮤니티 칼리지로서, 대학이 작성한 자체평가 보고서와 관련 자료를 분석하였다. 두 대학의 사례를 통해 확인할 수 있는 연구 결과는 다음과 같다. 첫째, 두 대학 모두 학위 종류에 상관없이 모든 학생들이 배워야 할 핵심을 정의하여 교양교육을 통해 교육하고 있다. 교양교육의 성과는 표준화 검사와 주요 교과목들을 통해 평가되고 있다. 둘째, 두 대학 모두 학생 학습성과를 명확히 정의하고 있다. 학습성과는 교과기반 평가를 통해 직접 평가가 이루어지고 있다. 셋째, 평가 결과에 기초하여 교과와 연계하여 또는 교과 내에서 개선이 이루어질 수 있도록 정책적ㆍ행정적 지원이 이루어지고 있다. 연구 결과에 기초하여 본 연구는 세 가지 시사점을 제시하였다. 첫째, 전문대학은 장기적인 경력개발에 필요한 핵심 역량을 교양교육 및 학생 학습 성과에 반영할 필요가 있다. 둘째, 교육기관 전체 차원에서 성과중심 교육이 운영될 수 있도록 대학의 실효성 있는 정책적ㆍ행정적 지원이 강화되어야 한다. 셋째, 평가의 목적은 교육개선에 있다는 평가의 본래적 취지를 회복하고 교육과정 개선의 논리적 연결성을 확보하기 위해서는 교과목 차원의 평가에 의미가 부여될 필요가 있다.

The purpose of this case study was to analyse improvement of educational quality of community college through outcomes based assessment in USA in order to obtain implication for college education in Korea. The cases for this study was Camden college(NJ.) and Bronx College(NY), which were accredited by MSCHE. The results of the analysis are as follows. First, both colleges emphasize the core competencies which could be considered common irregardless of disciplines or types of degree. Second, both colleges define student outcomes explicitly. And they are expected to be assessed coherently and adaptively through the courses. Third, educational quality improvement can be implemented on the results of assessments to the pedagogy, curriculum, teaching or learning. The researchers concluded with three points. First, college education should set the student outcomes including core competencies. Second, institution-level outcomes-based education can be shared based on the policy-level and administrative support. Third, members should make efforts in order to realize the original intention of assessment.
