운전전문학원과 일반운전학원의 출신운전자별 교통사고율 비교에 관한 연구

Study of Traffic Accidents of Education Receivers of Driving Institutes

현재 우리나라의 전문학원 제도에 대한 성과는 전문학원 출신 운전자들의 교통사고율과 법규위반율이 비전문학원 출신 운전자들에 비해 크게 낮은 것으로 조사되고 있다. 그러나 이러한 차이에 대한 종래의 분석은 대부분 경찰청에서 매년 발표하는 최종 결과만을 알 수밖에 없는 단순 통계수치에만 의존하여 차이를 나타내는 이유나 차이에 영향을 미치는 요인들에 대한 체계적이고 종합적인 조사와 분석이 이루어지지 못했다. 본 연구에서는 전문학원에 대한 정확한 평가를 위해 전문학원과 비전문학원 출신 신규 운전면허 취득자 사이의 성별에 따른 교통사고 발생율 차이와 추이의 경찰청 전산통계 자료를 분석하고 예측모형을 제시한다. 또한 전문학원으로의 일원화하는 경우의 효과를 예측하고 전문학원 제도 개선에 대한 정책적 함의를 찾고자 한다.

After the introduction of the professional driving institute system in 1995, inconvenience occurring from driver s license tests was solved. Moreover, low rate of traffic accidents of drivers who graduated from the professional driving institutes contributed in decreasing the number of people killed from traffic accidents to half in a short period of less than ten years. Despite the fact that those from the professional driving institutes has a visibly lower traffic accident rate compared to those from the non-professional driving institutes, when one looks back at the management of the professional driving institute system, for the last thirteen years, the objective of the system considerably weakened at the justification of mitigating the regulation. Such degradation has been preventing complete settlement and development of the system. Accordingly, for the improvement of the future professional driving institutes stable settlement and development, my strategic suggestion is unify the driving institute system as a single structure that is currently divided into professional and non-professional driving institutes. By unifying the driving institute system, traffic accidents can be reduced by 35.0%, meaning decrease in more than 2,214 people killed by traffic accidents, more than 119,080 injured, and more than 3.1850 trillion won of social cost.
