효용격차모형을 이용한 광안대교 비시장가치 추정

Valuing Kwangan Bridge Through Utility Difference Model

문화자원과 같은 비시장재에 대한 예산지원을 위해서는 비시장재에 대한 가치평가가 전제되어야 한다. 비시장재에 대한 대표적인 가치추정 방법으로 가상가치방법(CVM)을 들 수 있다. 이 논문은 가상가치방법 중에서 효용격차모형을 이용하여 부산의 대표적인 상징물인 광안대교의 비시장가치를 추정하였다. 광안대교의 경우 불꽃놀이 등과 연계되어 공공재로서 관광객의 집객효과가 있어 지역경제활성화에 영향을 미치고 있다. 전문조사기관을 통해 부산지역 16개 구군의 가계에 대해 682개 샘플을 층화추출하여 조사분석하였다. 통계적 유의성이 확보된 로그로짓모형을 중심으로 무공변량 및 공변량 모형에 대한 광안대교의 비시장가치를 추정한 결과 평균값이 1,736원, 1,799원으로 나타났다. 가계수를 감안하여 총효용을 계산한 결과 22.4억원, 23.2억원으로 추정되어 광안대교는 지역의 관광자원으로서 공공재적 가치를 가지고 있는 것으로 판단된다.

The purpose of this study is to estimate the residents willingness to pay(WTPs) for the Kwangan Bridge using the Utility Difference Model. Kwangan Bridge is a kind of public good intended to serve as an economic and cultural stimulus for Busan City. If a policy intervention is justified, we need to measure or estimate the value of the perceived benefits and set them against the costs of the intervention to assess whether the policy will produce a net benefit to society. As a result of estimating the no-covariat median and covariat median in log-logistic model, two WTPs are calculated as 1,736, and 1,799 Korean won, respectively. The results of this study can provide valuable information to policy makers to fully realize the value of public goods.
