부산시 역사문화미관지구 운용방안에 관한 조사연구

A Study on the Present Status and Improvement of Historical and Cultural Aesthetic Control Zone - Focusing on Busan City

본 연구는 부산시 역사문화미관지구의 실태를 조사하고 개선방안을 제시하는 데 목적이 있다. 이를 위해 지구내의 건축물 높이 및 용도, 가로환경을 조사하였고, 408명의 주민과 116명의 관련전문가를 대상으로 설문조사를 실시하였다. 조사결과, 역사문화미관지구는 지정목적에 따른 지구의 고유한 특색이 잘 나타나 있지 않았으며, 주민들은 소공원과 같은 공공시설 정비와 가로환경개선사업 등을 기대하고 있었고, 전문가들은 특색있는 지구의 관리를 위해 디자인가이드라인을 마련할 필요가 있다고 인식하는 것으로 나타났다. 이에 따라 본 연구에서는 역사문화미관지구의 관리를 위해서 특색있는 가로환경개선사업을 실시하고 디자인가이드라인을 적용해야 할 것을 제안하였다. 또한 새로운 역사문화미관지구를 발굴하여 지정, 관리할 필요가 있음도 제안하였다.

The objectives of this paper is to examine the present status of the Historical and Cultural Aesthetic Control Zone and to suggest the proper improvement of it focusing on Busan City. For this study, We examined the building use and roadside environment and executed questionary survey for 408 inhabitants and 116 related experts. The result of survey and examine provides(shows) that characteristics of the Historical and Cultural Aesthetic Control Zone is not so high because negative approach to managing. Then the inhabitants expect to improve of public facility such as a small-park and to execute public street improvement projects, and the related experts advice to harness design guideline for aesthetic control and creation.In conclusion, the following are suggested to improve effective management : It is necessary to execute public street improvement projects and to apply design guideline for aesthetic control and creation. In addition, it is necessary to delineation new Historical and Cultural Aesthetic Control Zone.
