Curriculum Development for Official Statistics

국가통계는 국가 행정의사결정의 기반 구조가 되며 기업의사결정 영역에서도 그 중요성이 점차 인지되고 있다. 또한 우리나라 정부는 국가통계의 품질진단에 관한 내용을 법제화하는 등 국가통계의 질적 수준 제고를 위해 노력하고 있다. 이렇듯 국가통계의 중요도는 날로 커지고 있지만, 국내 대학 중 국가통계를 커리큘럼에 담고 있는 대학은 거의 없다. 본 연구에서는 차후 우리나라 현실에 맞는 국가통계학 교육 커리큘럼 개발을 위한 방안의 하나로 국가통계의 수준이 비교우위에 있는 국외 국가들을 대상으로 국가통계 교육양태를 비교한다. 국가통계 교육양태를 정부 주도형, 대학 주도형, 정부대학 협력형 등으로 구분하였으며 각 양태에 따라 특징적인 커리큘럼과 교육운영 시스템을 비교 연구하였다. 또한 이를 토대로 국내에 적합한 국가통계 교육양태를 제안하고 현재 국내에 운영되고 있는 국가통계 교육의 사례를 소개하였다.

Official statistics is one of infra-structures for national administration and it is even being used for decision making in private companies. Importance of official statistics is getting more and more emphasized. Korean government tries to improve the quality of official statistics through making the laws for obligating to assess the quality of official statistics. However, universities in korea don t have proper curriculum for teaching official statistics. This study is concerned about developing curriculum for teaching official statistics which is suitable for korean circumstance. We have reviewed and compared several cases of education system for teaching official statistics of other countries. Education system of official statistics are classified into three types which are government initiated type, university initiated type, and government-university collaborative type. These three types are investigated and a proper type of education system is recommended for korean official statistics education. A proper education system for Korea was proposed based on comparison study of three different type of education. In addiction a case of education of official statistics in Korea was introduced.
