토지스와프 기법을 활용한 남북 도시개발협력의 새로운 패러다임 연구

A New Paradigm Shift on Urban Development Cooperation between Two Koreas by using the Land Swaps Method

본 연구는 기존 남북 간 도시개발 협력구상의 실현가능성을 높이기 위해 토지스와프 기법을 활용하는 방안을 모색하였다. 구체적으로 본 연구에서는 국제적으로 통용되는 “토지스와프”의 용어정의와 적용사례를 비교 분석하여 사례의 유형화를 시도하였다. 또한 한반도의 상황을 감안하여 향후의 남북 간 교류협력 재개 시에 제안할 수 있는 토지스와프의 적용 시나리오를 첫째, 한국-싱가포르-북한 간 삼각 토지스와프 방안과 둘째, 남북 간 한국정부와 북한정부, 한국도시와 북한도시 간 토지스와프 방안으로 나누어서 검토하였다. 결론적으로 향후의 남북 간 도시개발협력에 토지스와프 방식을 적용하고, 이를 위해 사전에 참여국 간의 충분한 협의, 기존 남북교류협력법률 개정 등의 노력이 선행될 필요가 있다.

This study sought to use the land swap method to increase the feasibility of the existing inter-Korean urban development cooperation plan. Specifically, in this study the definitions of the internationally accepted “land swap” were examined and the international case was compared and analyzed to try to typify the land swap. In addition, this study presents the scenarios of land swapping that can be proposed in the future resumption of exchange and cooperation between the two Koreas. ①the triangular landswap plan between Korea-Singapore-North Korea ②the Korean government and the North Korean government between South Korea-North Korea, the Korean cities and North Korea It was divided into the land swapping methods between cities and reviewed. In conclusion, it is necessary to apply the land swap method to future inter-Korean urban development cooperation, and to that end, efforts such as sufficient consultation among participating countries and revision of existing inter-Korean exchange and cooperation laws need to be preceded.
