담배 및 보건의료 수요탄력성 추정 연구

A Study of Estimating the Price Elasticities of Tobacco and Health Care Demand - A Censored Demand System Approach

본 연구의 목적은 담배가격의 인상이 담배수요와 가계의 보건의료지출에 어떤 변화를 가져올 것인가를 수요탄력성의 추정을 통하여 실증적으로 확인하는 데 있다. 이는 국내 담배가격정책의 객관적 효과 판단을 위한 기준을 제시하게 된다. 본 연구에서 한국의 도시가계지출 미시자료를 활용하여 준이상 수요체계를 중도절단 추정기법으로 분석한 결과 담배의 가격탄력성은 -0.637이고 보건의료지출과의 교차가격탄력성은 -0.439 로 추정되었다. 이는 담배가격이 10% 인상될 경우 담배수요는 6.4% 정도 줄어들게 되고 도시가계의 보건의료지출은 4.4% 정도 감소하게 됨을 의미한다.

This study aims to empirically find out how the price increase of tobacco would result in any changes to tobacco consumption and health care demand by estimating the price elasticities of tobacco. And this study also provides with the reliable standards for the objective effects of tobacco price policy in South Korea. Using the microdata of urban households expenditure and the censored demand system method, the results are estimated as follows: tobacco price elasticity onto tobacco demand is estimated with -0.637 and the cross tobacco price elasticity onto health care demand is estimated with -0.439. This results means that when the tobacco price increases 10% up, the tobacco demand will show 6.4% decrease and the health care demand will show 4.4% decrease.
