사업체근로실태조사 가중치 작성 방안

Weighting for the Labor Conditions Survey in Korea

본 연구는 사업체근로실태조사의 가중치 작성 방법과 그 효과를 살펴본 것이다. 사업체조사 결과를 분석할 때 가중치는 중요한 영향을 미친다. 사업체근로실태조사는 근로자 1인 이상을 고용하고 있는 사업체에 종사하고 있는 정규직 및 비정규직 근로자의 임금, 근로시간 등 근로조건의 실태 파악을 목적으로 한다. 사업체근로실태조사에서 표본 사업체의 추출은 각 산업대분류 및 사업체 규모 구분을 부차모집단으로 하는 층화2단추출법을 적용하였다. 본 연구에서는 모집단인 사업체기초통계조사 결과를 가중치 작성에 활용하기 위해서 조사 근로자를 종사상 지위에 따라 구분하는 방법을 제안하였다. 또한 설계가중치, 무응답 조정, 사후층화 조정 등으로 구성된 가중치 작성 과정을 살펴보았고, 2005년 사업체근로실태조사 결과에 대해서 복합표본설계 및 가중치 효과를 분석하였다.

In this paper, we describe the weighting process for the Labor Conditions Survey and investigate the effect of weights in the analysis of the 2005 survey data. In a business survey, the weights play a crucial role in the analysis of survey data. National data on employment, average hours worked, earnings, and average hourly earnings for regular and irregular workers are available from the Labor Conditions Survey in Korea. The sampling design for the Labor Conditions Survey is based on the stratified two-stage sampling. In this paper, we propose a rule to classify an employee into regular employee, temporary employee and unpaid worker. Furthermore, we present the weighting process which is composed of base weight calculations, non-response adjustments, and post-stratification adjustments. Finally we conducted an empirical study to investigate the weighting effects on weighted mean.
