소도읍 실태와 개발유형별 평가

The Present Small Town in Korea and Evaluation of Development Types

소도읍은 농어촌 바로 위의 계층에 위치하는 도시적 촌락으로서 그 기능과 역할에 있어 주변 농어촌 지역사회에 대하여 정치·경제·사회·문화적 활동의 중심핵을 담당하며, 중·대도시와 농촌을 연결하는 중간자적 역할을 수행하는 것으로 정의할 수 있다. 우리나라 국토공간에 산재하고 있는 소도읍이 안정적 지위를 가지고 건전한 활동을 전개할 때 국토 공간적으로 균형 있는 발전을 도모해 나갈 수 있을 것으로 생각된다. 이러한 배경 하에 도시와 농촌의 가교로서 소도읍의 정주여건을 강화하여 대도시로의 인구집중을 완화하며 자생력 있는 지역경제의 거점지역으로 육성함을 목적으로 한 지방소도읍육성지원법 은 지방정주여건의 획기적인 개선의 초석이 될 것으로 전망된다. 본 연구는 2003년 소도읍육성사업 제안서 공모를 통해 선정된 28개 소도읍의 개발유형을 토대로 하여, 해당 소도읍의 관련 공무원, 지역주민과 전문가(도시공학전공교수, 관련업종 종사자 등)에게 설문조사를 실시한 후 계층분석을 통하여 향후 소도읍의 바람직한 개발방향을 제시하였다.

According to the country development theory, it was propelled to develop the capital region and to develop the metropolitan city on the dimension of country competitive power reinforcement. However the pessimistic views of the theory are emerged due to the aspects of the balanced development in country space and the improved settlement condition in the municipal administration age. In order to establish the self regional economic hub towns and alleviate the intensive population of the metropolitan city the progressive project of Regional Small Town Development Support Law can be the basic way to develop these small towns.So this research will examine the choosed 28 small town development types by the first phase examinations through the 2003 years small town encouragement project proposal and after carrying out investigations for the choosed provincial servants, the related specialist, regional requests. We will seek the small town development directions through the AHP(Analytic Hierarchy Process).
