환경예산의 철학적 가치론 및 실증적 분석

Philosophical Axiology and Empirical Analysis of Environmental Budget Expenditures

본 연구에서는 먼저 환경의 개념 규정을 바탕으로 환경예산을 정의하고 이를 바탕으로 환경예산규모, 환경예산의 부문별 내역을 분석하였다. 또한 이러한 환경 예산의 부문별 내역 분석결과를 환경조사에서 얻어진 국민들이 추구하는 환경가치와의 비교연구를 하였으며, 환경예산의 투입이 온실효과, 오존층, 수자원, 대기 등 환경개선에 어느 정도 영향을 미치는지 상관관계를 통하여 살펴보았다. 정부의 환경예산 및 사용내역, 국민들의 환경조사, 환경 개선 등의 분석 결과를 바탕으로 환경적 가치를 철학적인 견지에서 정립된 가치와 비교하고, 환경개선 방향을 실제 환경예산에서 반영될 수 있도록 제안하였다.

In this study we investigate environment budget expenditure based on the data from the government, environmental survey result, statistical data analysis and philosophical axiology. First, we study the environmental expenditure of Ministries of the government that are related to environmental policies and budget, and summarize the budget which are purely related to the environment, and find out what the government consider primary important in environment. Second, we compare the government data with the one from the environmental survey of the people. We compare the weight of budget between government and statistical survey. We find some relationships between environmental budget input and environmental indices that can measure the effect of input. From the philosophical point of view, we present some guideline for the environmental expenditure. We also comment the limit of this study.
