Economic Analyses on the Spreading Effects of Urban Entertainment Center in Centum City Businesses

본 연구는 현재 추진 중인 부산지역의 대표적 개발사업인 센텀시티의 UEC(Urban Entertainment Center) 개발사업이 지역경제에 미치는 파급효과를 분석하는데 목적이 있다. 그 동안 지방자치제 실시와 함께 각 지자체들은 지역경제 활성화를 위한 다양한 지역개발사업을 경쟁적으로 추진해오고 있지만 많은 사업들이 경제적 파급효과, 사업성 및 수요에 대한 정확한 분석 없이 추진됨에 따라 실제적인 효과를 얻지 못함은 물론 지역경제와의 연계성도 떨어지는 경우가 대부분이었다. 이는 지방자치단체 정책에 대한 신뢰성 저하로 연결되고 지역 자원의 낭비를 초래하는 주요요인으로 지적되어 왔다. 여기서는 이러한 점에 주목하여 파급효과분석의 객관성을 확보하기 위해 양비례조정법에 의해 지역산업연관표를 작성하였으며 UEC와 관련된 최종수요를 추정하고 이를 각각 내생부문과 외생부문으로 분류하여 산업연관표상의 170개 부문과 연계함으로써 산업별 파급효과를 구체적으로 추정하였다.

This research is designed for conducting spreading effects of regional economy by analyzing Input-Output Model(i.e. production model, employment model, value added model, and income model). These measures of spreading effects in regional economy were determined by precise analyses of feasibility and demands of public businesses. That would be effective and confident polices and supportive for long time in the regional economy. One of the most effective analysis on the spreading effects of regional economy is draw up Input-Output Model(IOM). This article, based on 2000 IOM of Busan Area, is focused that how the turbulence level of final demands affected spreading effects of regional economy, such as industrial production, value added, employment, income etc. Also there were included the analysis of economic analyses of spreading effects on the UEC in the Centum City businesses.
