웹 기반 델파이 조사 시스템의 설계

Design for Web-based Delphi Technique System

델파이 기법은 의사결정에 필요한 주제에 대하여 집단적인 토론을 거치지 않고 여러 전문가들로부터 전문적인 견해를 수집하고 교환하여 의견의 수렴을 발전시키는 기법이다. 그러나 델파이 기법 적용 시 우편이나 팩스를 이용하여 조사를 실시함으로 시간과 비용이 많이 드는 단점이 있다. 이러한 델파이 기법의 단점을 보완하기 위하여 웹을 이용한 델파이 조사 시스템이 연구되고 상용화되었으나, 이들은 특정 분야에 국한되어 있거나 질문의 형식이 다양하지 못하여 다양한 자료 분석 방법을 지원하고 있지 않다. 또한 조사의 방식이 이메일 공지에 의한 방문자 조사 방식으로 웹 페이지나 이메일을 접근하지 않으면 조사를 진행할 수 없어 여러 번의 조사에 따른 패널들의 이탈이 발생할 수 있다. 이러한 문제의 해결을 위해 본 논문에서는 방문자 조사, 이메일 조사뿐만 아니라 메신저를 이용한 설문 작성마법사 및 설문 분석마법사 기능을 제공하는 웹 기반 델파이 조사 시스템을 설계하는 방안에 대해 연구하였다

The purpose of the Delphi technique is to elicit information and judgments from participants to facilitate problem-solving, planning, and decision-making. It does so without physically assembling the contributors. Instead, information is exchanged via mail and FAX. This technique is designed to take advantage of participants creativity as well as the facilitating effects of group involvement and interaction. It is structured to capitalize on the merits of group problem-solving and minimize the liabilities of group problem-solving. But there are major drawbacks of the conventional Delphi techniques which are cost and efforts to distribute and collect the questionnaire by the regular mail and tardiness in collecting, categorizing, analyzing, and reporting the result of the inquiry. In this paper, we propose a method of system design for Delphi technique using questionnaire-making wizard and questionnaire-analytical wizard to conquer these shortcomings by multiple internet tools.
