가스요금의 상승에 따른 지역물가 파급효과 분석

Analysis of Spreading Effects on Regional Prices Caused by Raise of Gas Charges

자유시장경제하에서는 수요와 공급의 가격 조절기능에 의해 자원배분의 효율성이 확보되고 있으나 규모의 경제 등으로 시장의 자율기능에 의한 가격형성과 그에 따른 자원배분이 경제적 효율성이나 사회적 가치를 보장하지 못하는 경우가 발생하면 정부가 직접 가격을 규제하기도 한다. 지방공공요금도 이런 차원에서 규제가 이루어지고 있으나 공공요금 상승에 따른 지역물가에 대한 파급효과에 대해 공급자와 수요자의 현격한 인식차이가 있어 공공요금의 수준을 결정하는데 어려움이 많다. 본 연구는 대표적 공공요금인 가스요금 상승에 따른 지역물가 파급효과를 지역산업연관표를 이용하여 산업별 및 지역별로 분석하고, 가스변동요금에 따른 생산자·소비자 물가파급효과를 분석하였다. 이러한 분석은 지역차원에서 공공요금의 파급효과 분석을 위한 근거를 제시하는 것으로 향후 버스요금, 지하철요금 등에 의한 지역물가 파급효과 분석 자료를 근거로 하여 지방자치단체가 통제 불가능한 외부충격으로서 유가인상, 노조파업 등에 따른 외부충격의 업종별 물가파급효과도 살펴볼 수 있다. 따라서 물가파급분석을 위한 모형을 활용함으로서 각종 충격에 대한 적절한 정책적 대응이 가능하므로 정책의 효율성을 제고시킬 수 있다는 점이 본 연구의 큰 의의라 할 수 있다.

There is secured the efficient allocation of resources by price adjuster function of demand and supply under the free market economy, but the government directly regulated price adjuster function when it occurred not guarantee price itself formation due to economy of large scale and thus economic efficiency of resources allocation or social values. Even there are regulations on regional charges for public utilities, there were much difficulties in deciding the level of charges for them due to big gaps of recognition differences between the supplier and the consumer on the spreading effects of raise of charges for public utilities to regional prices. This research is designed for analyzing spreading effects on regional, industrial prices and CPI & WPI which caused by raise of gas charges by using Regional Industry Correlation Table(ICT).
