산재보험 사업종류 분류체계 개선방안에 관한 연구

A Study on the Adequacy of Business Classification in Workers Compensation Insurance

최근의 환경변화에 따른 산업분류 및 사업종류의 합리적인 분류를 위하여 산재보험과 관련된 고유한 위험의 특성과 산재보험의 제도적인 특성을 감안한 합리적인 분류 기준이 필요하다. 본 연구는 산재보험 자료를 분석하여 사업종류별 위험의 특성 파악, 위험이 유사한 사업종류 분류, 사업종류의 통합 및 분리 가능성 분석 등을 통하여 산재보험의 사업종류의 적합성을 분석하여 합리적인 사업종류의 분류방안을 제시하는데 그 목적이 있다. 또한 합리적인 산재보험제도의 운영을 위한 자료관리의 문제점을 비롯한 기초자료 관리방안에 대한 의견을 제시한다.

The risk classification function of insurance underwriting is quite special in social insurance. Management of criteria of business classification in workers compensation insurance, as an important part of social insurance, needs to consider business efficiency in practice as well as long-term development of the system. This study proposes three main criteria for improving business classification in workers compensation insurance : maintenance of social solidarity, raising the individual equity among business, and raising the management efficiency in administration . For the development of the system, these three criteria have to be carefully coordinated.
