Development of Regional Culture Festival Infra

지방자치의 본격적인 실시 이후 지방자치단체는 지금까지 중앙정부에 의존하던 방식을 벗어나 각자의 환경과 여건에 맞게 지역발전을 이루는 다양한 지역발전 정책의 시행이 이루어지고 있다. 많은 지방자치단체가 관광 및 축제, 특산품 등을 이용하여 지역발전을 추구하고자 많은 계획을 세우고 있으며 행하여지고 있는 실정이다. 각 지방자치별로 관광 및 문화 이벤트를 도입하는 경우가 늘어나고 있으며 이러한 다양한 이벤트중의 하나로 국제영화제를 들 수 있으며 영화제에 대한 많은 문헌 연구와 평가 연구가 이루어지고 있다. 이에 우리나라의 지역문화축제인프라를 오가웨어, 휴먼웨어, 하드웨어, 소프트웨어, 데이터웨어, 폴리웨어로 정의하고 이중 객관적이고 자체분석이 불가한 오가웨어와 휴먼웨어를 제외한 하드웨어, 소프트웨어, 데이터웨어, 폴리웨어들에 대해 각각의 기대도 및 만족도를 영역도 및 Gap 분석을 통하여 앞으로의 발전방향에 대해 알아보았다.

With the decentralization of power, a local government has been trying to develop and execute various localized policy to improve local area. By the use of the many different kind of local festival, special product, local tourism, local development has been pursued. As one of the most popular examples of those efforts, an international film festival can be selected. Many researches have been performed to evaluate or estimate the effect of that festival. In this study, we divided the infra-stucture of local festival into several aspects, such as Orgaware, Humanware, Software, Dataware and Poliware. Through the analysis of each aspect except Orgaware and Humanware which are not easy to be evaluated, the better way of performing the local cultureal festival was proposed.
