This study examines the present state and problems of judging of high-level Taekwondo players conducted by the Kukkiwon to present improvement methods and provide reference material for the fairness and qualitative enhancement of high-level judging. For this, this study deduced the following results through a literary review of previous studies. First, instead of handwritten scoring, digital (online) scoring methods should be adopted to secure the authority and fairness of high-level judging. Second, judging subjects should be expanded to include Taegeuk Poomsae, sparring, breaking, and defensive tactics for continuous Taekwondo training to be accomplished. Third, Keep of sparring time and provide prior training on sparing according to the examinees schedule. Fourth, judging manual standardization of dans should urgently be made as high-level player judging standards are not subdivided. Fifth, assembled items for breaking should be changed to real objects (pine boards, roof tiles, and bricks, etc.) to raise the authority of high-level players and to provide turning points for the verification of constant training and breaking skills. Sixth, preliminary breaking education time should be extended and practical education that allows examinees to perform actual breaking practice is needed. Seventh, individual judging table arrangements will aim for judging fairness by preventing prior conversations of the judges. Eighth, Taegeuk Poomsae and high-level player Poomsae rankings and Jaejack must be reviewed. Ninth, there should be discussions on whether the standard age at which Dan 9 examinees can move up should be raised to 61 years of age.
