전국기반 지역발전지수 개발에 관한 연구

A Study for Development of Nationwide Regional Development Index (NRDI)

국가균형발전특별법과 같은 제도적 장치를 통하여 지역경쟁력을 강화하기 위한 지역발전정책의 궁극적인 목표는 ‘지역 간 발전격차 완화’에 있다. 이를 달성하기 위하여 사회의 전반적인 발전 단계에 따라 다양한 세부추진 전략을 마련하여 실행하고 있는데 국가통계 관련한 주요전략중 하나는 지역발전과 관련한 지표와 지수의 개발이다. Kim, Kim, Ryu(2004)는 지역발전 수준평가, 지역발전전략 도출, 지역불균형 평가 및 지역 간 차등지원 기준마련, 삶의 질 평가 등에 사회 및 문화 분야의 지표가 사용되고 있음을 보였고 여러 연구자들이 관심지역이나 관심분야에 대한 지역발전지수(RDI: regional development index)의 개발을 시도하였다. 본 연구는 이들이 개발한 RDI가 전국을 포괄하지 못한 점과 지수산출방식에 포함되는 가중치의 사용이 초래하는 객관성과 보편성의 결여를 극복할 수 있는 전국기반 지역발전지수(NRDI: nationwide regional development index)를 제안한다. 제안된 NRDI의 타당성을 기존에 개발된 RDI지수와 비교를 통하여 고려할 점을 토의하고 광역시도 간 발전정도 비교를 통한 광역단체의 정책과정과 지역지표 간의 발전정도를 상대적으로 파악하여 정책수립의 주요정보로서 역할의 가능성을 제시한다.

The ultimate goal of regional development strategy to revitalize region competitive power is to seek balanced development between regions. The development of regional development indexes and indicators is an important national statistics related strategy. Many researchers have suggested that social and cultural indexes have been useful tools to measure the regional development level and tried to develop regional development index (RDI) about their interested areas and specific fields. In this paper we develop a nationwide regional development index (NRDI) which can be a complementary measure to former existing indexes which have both the limitation to cover up the whole country and the difficulty to ensure objectivity due to the weights determined subjectively. We show the validity of NRDI by comparing with farming and fishing regional development index (FFRDI) which has recently developed and confirm both are measuring in the similar pattern. Additionally we suggest ways of utilizing NRDI and the related figures in order to provide important tools for regional policy making.
