Impact of Shift to Service Economy on the Regional Employment: Policy Implication for Ulsan Economy

본 연구에서는 지역산업구조의 서비스화가 지역고용에 미치는 영향을 분석하고, 그 결과로부터 지역경제의 고용을 증대시키기 위한 정책적 시사점을 모색하고자 한다. 이를 위하여 15개 시·도의 1989~2013년 25년간 통계자료를 이용하여 패널자료를 구성하여 동태패널모형을 추정하고, 그 결과를 이용하여 산업구조의 서비스화가 지역고용에 미치는 영향에 관해 설정한 연구가설들의 타당성을 검정하였다. 본 연구에서 얻은 주요 분석결과를 요약하면 다음과 같다. 첫째, 산업구조의 서비스화는 고용을 증가시키는 것으로 나타났다. 둘째, 산업구조의 서비스화와 지역고용 사이의 관계는 비선형적이고 역 U자 형태로 나타났다. 셋째, 산업구조의 서비스화가 지역고용에 영향을 주는 정도는 서비스업 세부 업종별로 차이가 있는 것으로 나타났다. 특히 유통서비스업 비중을 높이는 것이 고용 증대에 유리한 것으로 나타났다. 넷째, 종속변수의 전기 값 변수의 추정치는 유의하지 않은 값으로 나타났다. 따라서 지역경제 고용 증가율은 그것의 과거의 값으로부터 영향을 받는다는 가설은 타당하지 않다고 결론내릴 수 있다. 실증분석 결과로부터 지역산업정책에 관한 정책적 시사점을 제시해 볼 수 있다. 본 연구의 실증분석 결과에서 볼 수 있듯이, 울산경제와 같이 서비스산업의 비중이 낮은 지역경제의 경우에는 고용 증대를 위해서 서비스산업의 육성이 중요하며 그 중에서도 유통서비스업의 생산 비중을 높이는 것이 가장 효과적인 것으로 판단된다.

This study investigates the impact of shift to service economy on the employment, and the policy implication to increase employment of the regional economy. We estimate the dynamic panel model to test the validity of some research hypotheses, using the panel data which is composed of regional data of 15 major cities and provinces in Korea during 1989-2013. The main results from this empirical analysis are summarized as follows. First, shift to service economy increases the regional employment. Second, the relationship between these two variables is non-linear and inverse-U-shaped. Third, the degree of this impacts is different among service sectors, and relatively high in distribution service industry. Fourth, there is no evidence on the inertia effect of regional employment. We can propose some regional industrial policies using the empirical analysis of this paper. To increase employment, the regions with low weight of service industry, for example Ulsan, need some regional industrial policies to promote service industry, especially distribution service industry.
