담배가격이 흡연 및 보건의료 수요에 미치는 영향

The Effect of Tobacco Price upon the Tobacco and Health Demand

본 연구는 최근 다시금 이슈가 되고 있는 담배가격에 대해 담배가격인상에 따른 흡연규제효과를 밝히는 것이 그 목적이라 할 수 있다. 총량자료를 이용하여 담배수요함수와 보건의료수요함수를 각각 추정하였으며, 두 개의 수요함수를 연립방정식의 형태로 추정하였다. 그 결과 모형의 설정에 관계없이 담배가격은 담배수요에 통계적으로 유의미한 음(-)의 부호가 도출되었다. 이는 가격탄력성을 의미하는 것으로 -0.43~-0.62의 크기로 도출되었다. 이는 담배가격이 인상되면 분명히 담배수요를 감소시킬 수 있음을 의미하는 것이다. 담배수요함수와 보건수요함수를 연립방정식의 형태로 추정한 결과 보건의료수요함수에서 상대담배가격에 대한 회귀계수가 통계적으로 유의한 -0.45가 도출되었다. 이는 담배가격이 인상되면, 보건의료소비지출이 감소함을 의미하는 것이다. 이처럼 담배가격의 인상은 담배수요 자체를 줄일 뿐 아니라, 보건의료소비감소에도 영향을 미침으로써 담배가격인상을 통한 흡연규제정책은 시급한 과제임이 확인되었다.

The aim of this paper is to reconfirm empirically the effect of tobacco price increase upon the tobacco demand and health demand. Using aggregate data, we estimate tobacco demand and health demand functions separately and simultaneously. Estimates of own price elasticity from single tobacco demand function shows that the 100 % increase of tobacco price decrease tobacco demand as much as 43% - 62%. From simultaneous equation approach of tobacco and health demand, we find that the 100% increase of tobacco price will decrease the health demand as much as 45%. The increase of tobacco price contribute to the decrease of its own demand and also the demand for health significantly, which implies that the tobacco control policy through price increase is very urgent and effective.
