국회 이미지를 구성하는 요인 및 국회 인식 지표 개발과 측정

A Study on the Factors of Consisting the Image of National Assembly and the Index of the Cognition on National Assembly

본 연구에서는 기반, 교감, 결과라는 3대 항목을 중심으로 국회에 대한 이미지 측정 지표를 개발하고 이를 측정하였다. 조사방법으로 조은희 등(2005)에서 연구된 이미지 측정 도구를 사용하였으며, 새로운 국회 인식 지표를 추가하여 이에 대한 예비조사를 실시하였다. 그리고 예비조사에서 개발된 측정항목 중 대표적 문항을 추출하여, 전 국민을 대상으로 하는 전화조사를 실시하여 국회 인식을 측정하였다. 예비조사에서 점수 측정 방법은 고객만족도 측정 방법을 사용하였으며, 다양한 문항에 기초한 예비조사에서는 기반(인식) 35.16점, 교감 46.43점, 결과 48.81점으로 측정되었다. 소수의 대표적 문항을 사용한 전화조사에서는 기반(인식) 32.26점, 교감 43.89점, 결과 27.63점으로 예비조사와 유사한 결과를 유도할 수 있었다. 결과적으로 국회 활동에 대한 교감수준은 보통정도로 높으나, 국회에 대한 인식은 낮으며, 국회에 대한 만족도는 가장 낮은 수준이었다.

In this paper, we developed and measured the index and the indicators of consisting the image of National Assembly based on 3 major factors of basis, communion and outcome. Based on the results of Cho et al.(2005), which they studied the factors of consisting the image of National Assembly measured by factor analysis, we added new indicators and had the pre-test and telephone survey. Through the analysis of pre-test, we have confirmed the previous results and to reflect the expert opinions, we selected the leading items for the factors of measuring the image of National Assembly, and measured the index of cognition on National Assembly of public using telephone survey. We used the Custom Satisfaction Index(CSI) methods, which led the CS values 35.16 for basis indicator, 46.43 for communion indicator and 48.81 for outcome indicator. The results of telephone survey showed that 32.26 point for basis indicator, 46.43 point for communion indicator and 48.81 point for outcome indicator. As a results of telephone survey, we have found communion values for National Assembly is middle level, and cognition for National Assembly is low level and satisfaction for National Assembly is considerably lower than other indicators.
