학교폭력 패러다임 변화에 따른 지방자치단체 대응 방안

이 연구는 청소년 비행 중 학교폭력 패러다임이 변화함에 따라 지방자치단체 차원의 대응방안을 제시한 연구로서, 연구의 완성을 위하여 관련 선행연구 및 인터넷자료 등을 이용하여 학교폭력을 살펴보고 대안을 제시하였다. 학교폭력이란 학교 내ㆍ외에서 학생들끼리 저지르는 폭력일체를 의미한다. 이러한 학교폭력은 더욱 거칠어지고 심각해지고 있다. 단순하게 건수로만 측정되는 학교폭력의 수치와 달리 최근에 발생 학교폭력은 사이버폭력 등 다양한 방식으로 발생하고 있어 이에 대한 대응이 필요하다. 기존의 학교폭력 대응은 경찰과 학교가 중심이 되어 예방과 교육에 중점을 둔 대응이 중심이었으나, 최근 발생하는 학교폭력의 패러다임의 변화를 감안하여 복합적인 대응이 요구되고 있다. 학교, 경찰을 비롯하여 지방자치단체 등의 기관을 참여시켜 학교폭력에 대응해야 한다. 이 연구에서는 학교폭력에 대응하기 위하여 지방자치단체에서는 학교폭력에 대하여 맞춤형 대응 및 사이버폭력예방 및 치유강화, 학교폭력 예방 컨설팅단을 이용한 대응 뿐 만 아니라 학교폭력 피해자의 심리적인 회복을 지원하여 학교폭력의 예방과 피해를 최소화하는 방법을 소개하였다.
