균형발전 측면에서의 낙후지역 지원체계 분석 연구

본 연구는 낙후지역인 ‘특수상황지역’이 ‘성장촉진지역’에 버금가는 낙후지역임에도 불구하고 ‘성장촉진지역’으로 지정받지 못하고 있어 각종 지원에서 차별을 받고 있는 문제점을 개선하기 위하여 ‘특수상황지역’의 낙후도와 ‘국가균형발전특별회계’의 국고 보조금 규모를 ‘성장촉진지역’과 비교·분석하였다. 비교·분석 결과, ‘특수상황지역’ 15개 시·군 중 강원 고성군, 경기 연천군 등 6개 시·군이 ‘성장촉진지역’인 경북 영천시 등 보다 더욱 낙후도가 심한 것으로 나타나 이들 지역에 대하여도 ‘성장촉진지역’과 동일하게 국가의 지원이 필요한 것으로 보이며, ‘국가균형발전특별회계’의 국고 보조금도 ‘특수상황지역’은 1인당 67,193원으로 ‘성장촉진지역’ 1인당 220,117원 대비 31% 국고 보조금을 지원받고 있어 큰 격차가 났다. 개선방안으로 첫째, ‘특수상황지역’을 포함하여 기초생활권을 도시 및 농산어촌지역 등 입지조건에 따라 두 개의 지역으로 구분한 후 이 중 낙후도 측정에 의거 ‘성장촉진지역’으로 선정하여 생활환경이 열약한 지역의 낙후도를 개선하기 위한 지원을 추가로 실시하고, ‘특수상황지역’은 남·북 분단 등 낙후원인에 따라 개선을 위하여 추가 지원하는 방안이며, 둘째, ‘특수상황지역’에 대하여도 ‘성장촉진지역’과 함께 우선 지원될 수 있도록 「국가균형발전 특별법」 및 기획재정부의 ‘국가균형발전특별회계 예산안 편성 세부지침’ 개정하여 국가균형발전에 이바지 할 수 있는 방안이 모색될 필요가 있겠다.
