주택재개발사업의 추가분담금 상승요인 분석에 의한 저감방안

A Decrease Methods by Analysis on the Increase Factor of Additional Contribution in the Housing Redevelopment Projects

최근 주택재개발사업은 많은 원인에 의하여 부진한 실정이며, 특히 지방은 수도권에 비하여 더욱 열악한 상황이다. 주택재개발사업의 부진 원인에는 여러 가지가 있지만 본 연구에서는 원주민의 재정착률에 직접적인 영향을 미치는 추가분담금에 주안점을 두고 진행하였다. 사업 진행과정에서 추가분담금이 문제가 되는 이유에는 먼저 추가분담금 자체가 과다하게 책정되면서 원주민이 재정착 및 사업추진 의지를 잃게 된다는 점이 있으며 이러한 문제점으로 인하여 주민들의 사업 추진의지가 저하되자 시공사에서 사업시행 초기에는 추가분담금을 낮게 책정하여 주민동의를 받아내고 사업이 시행된 이후 점차 추가분담금을 상승시키면서 주민들의 부담을 가중시키고 있으며, 그로 인하여 주민들의 사업의지가 감소하게 되는 등의 문제점이 발생하고 있다. 따라서 본 연구에서는 추가분담금의 변동에 영향을 미치는 요인을 분석하고, 분석 결과에 따라 추가분담금 변동 저감방안을 제시하고자 한다.

The current situation of Housing Redevelopment Projects in provincial areas is under poorer condition than the capital region. There are various reasons that cause such circumstance. Despite of this, this study focuses on additional contribution which has direct impacts on residents re-settlement rates. The reason why additional contribution becomes problematic can be related to the excessively priced additional contribution. When the additional contribution is exceedingly estimated, inhabitants of the region could lose the needs of re-settlement. At the same time, their wills of the business promotions may be decreased. Moreover, another problem is the changing additional contribution in the process of those projects. At the initiations of the projects, constructors tend to estimate lower price on additional contribution to have agreements and permissions of the developments from the residents. However, as the projects proceed, the builders gradually increase the additional contribution. As a result, the growth is more likely to turn into become burdens on the inhabitants. Therefore, this study analyzes the factors that cause the change of additional contribution and suggests the way to prevent its alteration based on the analysis.
