관광정책의 경제파급효과에 관한 연구

A Study on the Economic Ripple Impact of Tourism Policy: The Cases of The International Tourism City Projects and The Tourism Base City Projects

국내 관광산업은 큰 잠재력을 지니고 있음에도 불구하고 경쟁력이 높지않다. 특히, 지속적이고 협력적인 관광정책의 부재, 하드웨어 중심의 관광콘텐츠와 단조로운 관광 패턴, 수도권을 제외한 국내 주요도시의 국제적 인지도 및 접근성 부족으로 지역 간 관광불균형은 국내관광 산업을 저해하는 요인이다. 국내 관광산업의 문제점을 보완하고자 정부에서는 국제관광도시사업과 관광거점도시사업을 정책적으로 추진하겠다고 발표하였고, 부산을 국제관광도시로 강릉, 전주, 목포, 안동을 관광거점도시로 선정하였다. 이에 본 연구는 관광산업 육성정책인 국제관광도시사업 및 관광거점도시사업의 경제적 파급효과를 분석하기 위해 산업연관모형(Input-Output model)을 이용하였다. 각 사업의 효과를 분석하기 위해 국제관광도시사업 및 관광거점도시사업 부문을 새로운 계정으로 분류하였으며, 각 사업을 외생화하여 생산유발계수, 수입유발계수, 부가가치 유발계수를 추정하고, 각 사업의 지원금을 이용하여 경제적 파급효과를 분석하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 국제관광도시사업으로 인하여 약 96억 원의 생산유발효과, 약 10억 7천만 원의 수입유발효과, 약 43억 5천만 원의 부가가치유발효과가 발생한 것으로 추정되었다. 둘째, 관광거점도시사업의 경우, 약 167억원의 생산유발효과, 약 5억 4천만 원의 수입유발효과, 약 84억원의 부가가치유발효과가 발생한 것으로 나타났다.

The domestic tourism industry has low competitiveness. These problems are due to the lack of sustained and cooperative tourism policies, monotonous tourism patterns, and lack of international awareness and accessibility of major cities in Korea except for the metropolitan area. To solve these problems in the domestic tourism industry, the government announced that it would pursue international tourism and tourism hub projects. In January 2020, Busan was selected as an international tourist city and Gangneung, Jeonju, Mokpo and Andong were selected as tourist hub cities. Thus, this study was analyzed using the input-output model to analyze the economic ripple effects of the international tourism city projects and tourism base city projects recently announced by the Ministry of Culture, Sports and Tourism. In order to analyze the effects of each project, the international tourism city business and tourism base city business sectors were exogenous to estimate production inducement coefficient, import inducement coefficient, and value-added trigger factor, and analyzed economic ripple effects based on the subsidies of each project. The scale of the economic ripple effects of each project was estimated as follows. First, it was estimated that the international tourism city project produced about 9.6 billion won in production, about 1.07 billion won in import, and about 4.3 billion won in value-added. Second, in the case of the tourism base city project, it was found that the production inducement effect of approximately 16.7 billion won, the import inducement effect of approximately 450 million won, and the value added inducement effect of approximately 8.4 billion won.
